The 54-year-old former Inter coach will replace Quique Sanchez Flores, after signing a three-year deal, and will take charge at the Vicarage Road from July 1.
Watford owner, Gino Pozzo, surprised fans when he dismissed Flores, after the Spaniard led the club to FA Cup semi-final and 13th position finish on the EPL log.
Mazzarri was sacked by Inter Milan in November 2014 and has since been jobless.
He has also managed Sampdoria and Napoli, where he won Coppa Italia in 2012.
