Jibrin, who was the Director-General of Femi Gbajabiamila Campaign Organisation, said in a tweet on Wednesday that if he were to give an Oscar award to the best governor in terms of state budget it would go to El-Rufai.
“On states budget, if I have an Oscar, Gov Elrufai would have won it for a record 5 years and for keeps! There are other states doing fairly well. The Governors forum and indeed FG should understudy how Kaduna state has been doing it consistently. There are lessons to be learnt!” he wrote.
On the 2020 budget, Jibrin commended the presidency and the National Assembly for “bringing the budget circle to January-December.”
“But that is not necessarily the most important issue to our budget and both side. There has been more conversation on the budget circle than quality of the budget,” he wrote.
“While the executive will always want to have what they called an ‘implementable’ budget, NASS want to pass a budget with its inputs stamped without so much obstructions. For me, the quality of the final budget after the grinding and cocktail mix by both side should be our priority.”
