Moses, 26, spearheaded Nigeria’s quest for a sixth Mundial with three goals and one assist.
The Chelsea midfielder, who will miss his country’s final group game against Algeria, slots on the right flank in a four-man midfield.
Balogun, meanwhile, gets the nod at the heart of the defence.
Like Moses, the 28-year-old stood out during Nigeria’s triumphant run to the Russia.
Balogun formed a formidable partnership with William Troost-Ekong that conceded just three goals in five games.
The Mainz man will be aiming for his sixth start against the Desert Foxes on Friday.
Balogun is paired alongside Egypt’s Ahmed Hegazy, with Ivorian Serge Aurier and Aly Maaloul of Tunisia completing the back four.
Uganda South-Africa based goalkeeper, Denis Onyango, who has let in just one goal thus far, is preferred in goal.
Alongside Moses, Liverpool’s Sadio Mane, North African pair, Mbark Boussoufa and Youssef Msakni slots in the middle of the pack.
While Moses’ ex-Chelsea teammate, Mohamed Salah, now at Liverpool, starts up front with Khalid Boutaib of Tunisia.
